EFEKTIVITAS PERATURAN DAERAH KOTA DENPASAR NOMOR 7 TAHUN 2013 TENTANG KAWASAN TANPA ROKOK TERHADAP SIVITAS AKADEMIKA UNIVERSITAS DWIJENDRA DENPASAR

Abstract

AbstrakPenelitian ini dilatarbelakangi untuk menguji efektivitas Peraturan Daerah (Perda) Kota Denpasar Nomor 7 tahun 2013 tentang Kawasan Tanpa Rokok terhadap sivitas akademika Universitas Dwijendra Denpasar. Karena kesehatan merupakan unsur yang harus diwujudkan, dan setiap hal yang menyebabkan terjadinya gangguan pada kesehatan masyarakat kampus (sivitas akademika). Kawasan tanpa rokok merupakan salah satu upaya mencegah terjadinya gangguan kesehatan masyarakat kampus (sivitas akademika), sebagai akibat paparan asap rokok. Berdasarkan latar belakang tersebut, maka tujuan dari penelitian ini adalah (1). untuk mengetahui efektivitas Peraturan Daerah Nomor 7 Tahun 2013 tentang Kawasan Tanpa Rokok terhadap sivitas akademika Universitas Dwijendra Denpasar, (2). untuk mengetahuai tingkat pemahaman sivitas akademika Universitas Dwijendra Denpasar terhadap Peraturan Daerah Kota Denpasar Nomor 7 tahun 2013 tentang Kawasan Tanpa Rokok sebagai sampel penelitian. Data dikumpulkan dengan pengamatan langsung dan kuisioner. Hasil penelitian mewujudkan bahwa; (1). efektifitas Peraturan Daerah Kota Denpasar Nomor 7 Tahun 2013 tentang Kawasan Tanpa Rokok terhadap sivitas akademika Univesitas Dwijendra Denpasar, dan (2). tingkat pemahaman seluruh sivitas akademika Universitas Dwijendra Denpasar terhadap Peraturan Daerah Kota Denpasar Nomor 7 Tahun 2013 tentang Kawasan Tanpa Rokok yaitu; sumber daya yang belum dipetakan oleh Pemerintah Kota Denpasar. Hal ini terlihat dari tidak adanya pihak-pihak yang berwenang atas nama Pemerintah Kota Denpasar Provinsi Bali untuk menindak orang-orang yang melakukan pelanggaran di tempat yang dikatakan sebagai kawasan tanpa rokok. Namun di Universitas Dwijendra Denpasar sebagai masyarakat kampus dalam upaya mendukung Pemerintah Kota Denpasar terutama penerapan Perda Nomor 7 Tahun 2013 tentang Kawasan Tanpa Rokok, pihak pengelola Yayasan Dwijendra sangat konsen menerapkan perda tersebut dengan berbagai upaya. Dari penerapanya selama ini, masih ada pelanggaran terhadap Perda ini. Kenyataanya tidak ada petugas khusus sebagai sumber daya yang berwenang atau petugas tertentu yang memperingatkan bilamana terjadi pelanggaran. Kata kunci: Perda Nomor 7 tahun 2013 tentang Kawasan Tanpa Rokok, sivitas akademika Universitas Dwijendra Denpasar.  Abstract                             This research was motivated to test the effectiveness of the Regional Regulation (Perda) of Denpasar City Number 7 of 2013 concerning Non-Smoking Areas for the academics of Dwijendra University Denpasar. Because health is an element that must be realized, and every thing that causes disruption to the campus public health (academicians). Non-smoking area is one effort to prevent the occurrence of public health problems of the campus (academicians), as a result of exposure to cigarette smoke. Based on this background, the objectives of this study are (1). to find out the effectiveness of Regional Regulation Number 7 of 2013 concerning Non-Smoking Areas for the academics of Dwijendra University Denpasar, (2). to find out the level of understanding of the academics of Dwijendra University Denpasar to the Regional Regulation of Denpasar City Number 7 of 2013 concerning Non-Smoking Areas as the research sample. Data was collected by direct observation and questionnaire. The results of the study embody that; (1). the effectiveness of the Regional Regulation of Denpasar City Number 7 of 2013 concerning Non-Smoking Areas for the academic community of Dwijendra Denpasar University, and (2). the level of understanding of the entire academic community of Dwijendra Denpasar University on the Regional Regulation of Denpasar City Number 7 of 2013 concerning Non-Smoking Areas namely; resources that have not been mapped by the Denpasar City Government. This can be seen from the absence of the authorities on behalf of the Denpasar City Government of Bali Province to prosecute those who committed violations in what was said to be a non-smoking area. But at Dwijendra University Denpasar as a campus community in an effort to support the Denpasar City Government, especially the application of Perda Number 7 of 2013 concerning Non-Smoking Areas, the management of the Dwijendra Foundation was very concerned about implementing the regulation with various efforts. From its implementation so far, there are still violations of this Regional Regulation.
